Sarah Brooks is the Director of Business & Financial Services at the Virginia Economic Development Partnership, where she leads efforts to grow Virginia’s fintech and financial services sectors. With over 15 years of experience spanning financial innovation, international development, and economic strategy, she brings a global perspective to her work.

  • Previously, Sarah managed vendor relationships and digital payment platforms like Zelle at Capital One, and led development programs across Africa and Asia with Winrock International and Chemonics. She began her career as a U.S. Peace Corps Volunteer in Thailand.

    Sarah holds a Master’s in Development Practice from Emory University and a B.A. from Rhodes College. She completed the Fintech Professional Studies program at Harvard Business School in February 2025 and serves on the Board of Directors for the Better Housing Coalition. A lifelong lover of the outdoors, she’s proud to have earned the title of Master Hiker by hiking every state park in Virginia.
