John Russell

Vice President and Chief Technology Officer

John Russell is vice president and chief technology officer at Dominion Energy.

He is responsible for furthering the company’s technology strategy. This includes data as an asset and creating the necessary processes, skills, tools, and standards to optimize the power of the company’s data; analytics and AI, and leveraging this new technology; and technology architecture, creating and following standards to enhance the company’s applications, development, and support for enterprise-wide applications. He assumed his current role in April 2025.

Russell joined Dominion Energy after nine years with Northrop Grumman, where he most recently served as its vice president and chief information officer, and prior to that was Director—Architecture and Engineering when he joined Northrop in 2017. Prior to his career there, Russell ran the Army and Air Force Intel/C2 division under the System Development sector at Leidos. Russell received his bachelor’s degree in electrical engineering and technology from Old Dominion University and his master’s degree in software engineering administration from Central Michigan University.
