Floyd E. Miller II is a distinguished leader with a diverse career in human services, education, entrepreneurship, and nonprofit management. A graduate of Virginia Commonwealth University with a Bachelor of Science in Criminal Justice, and a master's degree in education from Virginia State University, Floyd has built a notable reputation for his work in community development, small business advocacy, and economic prosperity.

  • He became the President & CEO of the Metropolitan Business League (MBL) in 2017, following a 17-year tenure as Senior Director of Urban Programs at Special Olympics Virginia. At MBL, Floyd has been instrumental in promoting economic growth across Virginia, particularly through supporting small, women, and minority-owned businesses. His leadership has expanded the organization's reach, with MBL now being recognized as the fastest-growing membership organization in Virginia, boasting over 1,700 members.

    Floyd’s influence extends far beyond his role at MBL, with a variety of prestigious awards recognizing his impact in the community. He is the recipient of the 2000 Men of Vision Award, given to him by the Virginians Aligned Against Sexual Assault, which recognized his incredible work and commitment to preventing sexual assault and crimes against women. He was recognized by Inside Business as one of the Top Forty under Forty professionals in Richmond, Virginia. Floyd received the 2011 Tom Joyner Morning Show Real Fathers, Real Men Award. Floyd received the 2012 Bank of America Heroes Award for being a role model and leader in his community. He was awarded the 2013 Injustice Award from Church Women United Richmond for his commitment to inclusion and equality for individuals with disabilities. In 2018, he received the Manny Award, from My Brother’s Keeper, for his leadership, community involvement, and commitment to service. He received the 2021 History Maker Award from the Valentine Museum for Innovation and Economic Mobility. Floyd was recognized by Virginia Business Magazine to its 2022 list of “Top 100 People” to meet in Virginia. And in February 2023 during Black History Month, Virginia Business Magazine recognized him again as one of Virginia’s Top Black Executives. Most recently, he was recognized by the Urban Financial Services Coalition Foundation and awarded the 2025 John Maxwell Live2Lead Award for his commitment to leadership and personal development.

    One of his key achievements at MBL has been the Capital Access Program, which provides vital financial resources and funding opportunities for small businesses. Under his leadership, MBL has distributed over $2 million in grants and micro-loans, further solidifying its role in fostering economic development throughout Central Virginia. Through his innovative leadership, unwavering commitment to service, and advocacy for inclusion and economic prosperity, Floyd E.
